Tribal Casinos: How Native American Gaming Reshaped U.S. Gambling

Early Bingo Halls on Reservations

In the late 1970s, several Native American tribes began operating high-stakes bingo halls on their reservations, arguing that as sovereign nations, they were not bound by state gambling restrictions. Florida’s Seminole Tribe opened one of the earliest and most prominent high-stakes bingo operations in 1979, directly challenging state regulators.

California v. Cabazon Band of Mission Indians

The legal foundation for tribal gaming was cemented in 1987, when the U.S. Supreme Court ruled in California v. Cabazon Band of Mission Indians that states could not enforce their gambling regulations on tribal land if the state otherwise permitted some form of gambling, such as bingo for charitable purposes. This landmark decision effectively opened the door for tribes nationwide to operate gaming facilities.

The Indian Gaming Regulatory Act

In response to the Cabazon ruling, Congress passed the Indian Gaming Regulatory Act (IGRA) in 1988, establishing a formal legal framework requiring tribes to negotiate compacts with state governments in order to offer casino-style games such as slot machines and table games. This law balanced tribal sovereignty with a structured system of state oversight.

Explosive Growth Across the Country

Following the IGRA, tribal casinos expanded rapidly throughout the 1990s and 2000s, with major resorts such as Connecticut’s Foxwoods Resort Casino and Mohegan Sun growing into some of the largest casino complexes in the world. For many tribes, gaming revenue became a critical source of funding for healthcare, education, and infrastructure on reservations that had historically faced severe economic hardship.

A Major Force in Modern Gambling

Today, tribal gaming represents a substantial share of the total U.S. casino market, operating under a unique regulatory structure distinct from commercial casinos in Nevada or New Jersey. This industry stands as one of the most significant examples of how a single legal ruling can reshape an entire national industry — and reshape the economic future of hundreds of tribal communities.
